對行為產生意外且不良影響的激勵措施，它使得原本的問題惡化，或將行動從最需要它的地方抽離（例如，專挑對自己有利的）。
Incentives that have an unintended and undesirable effect on behavior, such that it makes the original problem worse, or redirects actions from where they are needed most (e.g. cherry picking).
